Kelsey leverages her legal and industry knowledge to help clients navigate regulatory compliance and litigation challenges, ultimately empowering them to achieve their business goals.

A collaborative team player, Kelsey thrives in complex legal environments. Her experience spans federal court trials, Federal Energy Regulatory Commission (FERC) proceedings, and advising on a range of electric, environmental and transportation issues. Clients benefit from her deep understanding of state and federal regulations, as well as her skill in drafting and negotiating intricate contracts.

Prior to joining the firm, Kelsey honed her legal skills as a judicial law clerk for the Hawaii Intermediate Court of Appeals, where she conducted in-depth research and analysis to support the court's decision-making process. Kelsey also clerked for the Natural Resources Defense Council and FERC, where she was exposed to a wide range of energy and environmental issues. This experience provides her with a comprehensive understanding of the legal and regulatory landscape surrounding these industries.

In addition to her energy, environmental and transportation practice, Kelsey is committed to pro bono. She has assisted survivors of human trafficking with T-visa applications and related labor and immigration matters.

Experience

Served on a trial team in the U.S. District Court for the Eastern District of Arkansas that successfully defended a state commission's rejection of electric utility's request to recover $135 million in damages from retail electric consumers.

Assists in counseling municipal utilities on a range of electric regulations, including FERC standards of conduct, large generator interconnection procedures and agreements (Order Nos. 2023 and 2023-A), market-based rates, and regional transmission planning and cost allocation (Order No. 1920).

Counsels clients on various organized market provisions in connection with merchant transmission agreements.

Assists in counseling Class III railroads on a range of Surface Transportation Board Regulations.

Counsels clients on Federal Railroad Administration (FRA) regulations and processes in relation to FRA investigations.
